David Feigen

David Feigen serves as the Associate Director of State Impact at Children’s Funding Project, where he works with state partners to understand and use strategic public financing tools – including fiscal maps, cost models, and revenue options analyses – to advance their advocacy goals.

Before joining Children’s Funding Project, David served as the Director of Early Learning Policy at Texans Care for Children, where he played a leading role in successfully advocating for investments in the state’s Child Care Services program in 2025, passing legislation to help child care workers access care for their own children, passing legislation to improve nutrition and active play in child care, passing legislation to cap pre-k class sizes, passing bills to support emergent bilingual students, and more. He also served as a Legislative Director at the Texas House of Representatives, where he shaped and executed legislative agendas focused on expanding opportunities for all Texas families.

David holds a B.A. in Government and a B.S. in Political Communication from the University of Texas at Austin. He lives in Austin, TX, where he loves spending time exploring the city with his wife, daughter, and dog. In his limited free time, he can also be found rooting for his beloved Houston Rockets.
